MONTREAL, QUEBEC--(Marketwire - March 28, 2012) - The Association of Quebec Landlords (APQ) makes it a point of reacting to the launching of the book of the RCLALQ.

It is important to recall that the owners of rental residences must assume their financial responsibilities as much as they must ensure the peaceful enjoyment of the premises for the other tenants.

To be sure that the tenant who visits the housing is solvent and has an acceptable behaviour is a guarantee of which no owner can free himself.

The Harmony project

In March 2009, the Association of Quebec Landlords (APQ) representing the owners of buildings with residential rental housing in Quebec, signed an agreement of partnership with Romel (Regrouping of the Organizations of Montreal Ethnique for Housing), representing the tenants, but mainly the newcomers.

This kind of partnership, owners and tenants, is a first in Quebec. The principal goal is to harmonize the relations between the owners and the newcomers in Montreal, by supporting the integration of the latter, starting from access to housing.

The owners who have residences to rent and who want to benefit from this agreement can communicate at 1-888-382-9670. This program is open to all the owners of residences.

The non-payment of rent

The owners must honour all the expenditures relating to their apartment-blocks and this even if their tenants do not pay.

They must pay, without any additional delay granted, the municipal taxes, the school taxes, the mortgage, electricity and the heating if it is included. Without counting minor and major repairs relative to the residences.

The non-payment of rent has important consequences for the owners of buildings with residences and, by rebound, on the tenants who live there. Indeed, if our budget for works and renovations evaporates in bad credits, the tenants are also affected.

The peaceful enjoyment of the premises

The owners must also ensure to the other tenants the peaceful enjoyment of the premises. I.e. to offer a housing without excessive noise, quiet, and secure.

When the owner ensures himself of the behaviour of the potential tenant he also makes sure to offer this quietness to the other tenants who are entitled to this peaceful enjoyment of the premises.

The tenants who are in our residences are the first to ask that we can evaluate the candidates for renting adequately before they become neighbours!

A complete verification: the 360º evaluation

The evaluation service for the renting of the Association of Quebec Landlords (APQ) makes it possible to evaluate the credit, the information provided relative to employment, relative to the owner of the current housing, not only on the level of the payment of the rents but also on the level of the behaviour of the tenant, to carry out the verification of the available information at the Régie du logement, as well as the civil and criminal files. Moreover, the Association of Quebec Landlords (APQ) makes available the verification of the real owner of the building because in several cases, the name which is given to us is not the name of the real owner of the building but rather the one of a friend tenant.

"We recommend to the owners to take the time to consider the whole of the evaluation of the tenant before making a decision. It would be hazardous to refuse or accept a candidate on the basis of partial checking. That could involve an error of selection according to Martin Messier, the president of the APQ".

The result of a 360º evaluation is the occasion of a discussion between owner and tenant to regulate difficulties which could have been raised at the time of the verification of the tenant and to find alternative solutions like the guarantee.
